following amendment was presented and carried by the Lib eral Senators- The sum of money to expended any year under this Act shall be apportioned amongst and aid to the several Provinces of the Dominion in proportion to the respec tive population of such Provinces as by the next preceding cen sus This was rejected try the Govern ment Sir Wilfrid Laurier asked that in view of Hon Mr Cochranes promise and of the importance the matter a conference should it had with the Senate to adjust their differences This wad peremptorily refused by Premier Borden with the result that the Bill was The arbitrary position taken by the Government was shown by Hon Frank Cochrane who had charge of the Bill when he said If the Bill is not passed by the Senate as it has been passed by the Commons we do
