were enrolled last spring will not start kindergarten classes next Tuesday when school opens They will not be attending kindergarten at the Newmarket public schools be fore the new year and no date is certain when they will start Many mothers and probably fathers too are asking why there is no kindergarten why a new school wing was not built in time for the opening of school and why kindergarten could not be held in the basements of some schools The Era and Express this week asked members of the school board for answers to these ques tions- Although the progress of the school boards plans to build a four room addition to the Stuart Scott public school has been reported from time to time many parents are also wondering why there has been a delay- Department Regulations According to a spokesman on the public schools board a board cannot authorize a new school building unless it provides fig ures on the number of children in the community to prove to the department of education that the accommodation is needed The school inspector gives pre liminary permission for the building of a new school if it is required It was known last year that the schools would be overcrowd ed but presumably the expected overcrowding was not sufficient to warrant a new wing Possibly the expected increase in popu lation warranted one new room but it is not economical to build a oneroom addition In January of the new board and the school inspector decided that a new wing should be built for the term Available information on the population of school age children indicated two rooms would be needed by September The board decided that it would be good sense to build a four room addition since plans bad been approved for a number of new subdivisions in the community All this was given approval by the inspector Considered Basements Before this decision was made the board had considered the use of basements in existing public schools But it was learned that the department of education would not provide a capital grant on the renovation of base ments the cost of these renova tions as required by department standards would be carried en tirely by local taxpayers The that
