announcement recently by Councillor Edward that a new industry is interested in locating in Newmarket The question naire has been submitted to the secretary of the New market Chamber of Commerce Any PHONE Are there many indus tries at the present time looking for locations in Ontario for sew plants A- Each year the number of new industries locating in On tario has exceeded the previous one and saw new indus tries established in this province an increase of over the num ber established in 1949 Industrial leaders forecast that this influx of new industry will continue in Ontario now has roughly manufacturing industries Of these well over expanded their plants in so that when considering new industries ex tension of existing plants should also be considered What are the possibilities of any locating in Newmarket A Newmarket has features that could prove attractive either to new industries or to manufac turers seeking branch sites The town being only 30 miles distant from Toronto might be the an swer for some of the old estab lished companies who are consid ering moving away from the more inaccessible parts of the city Geographically Newmarket oc cupies a strategic position with its west line on street and the north line on Davis Drive which may well become part of an East- West highway thus pro viding easy access to all parts of the province Newmarket has the advantage of being a settled community and the County Scat It has the larg est shopping centre in York County and can offer its citizens a wide choice of recreational and cultural activities through its many clubs and organizations Today manufacturers are more concerned with providing con genial surroundings where their workers will settle happily They know that maximum production can only be achieved by the es tablishment of good relations be tween the company and Its em ployees Fine shopping facilities adequate housing and desirable social activities go a long way in helping to maintain these good relations- It is significant that Newmarket has seldom been troubled with strikes New housing subdivisions and apartment buildings now or shortly to be in course of erec tion will help prevent a frequent problem experienced by industry the lack of houses for their em ployees A further incentive for manu facturers to locate here is the po tential labor pool of skilled men to be found among the several hundred commuters to Toronto And labor supply in general should not prove a problem for new industries when one studies wages statistics In Canada the average wage for a hour week is per week in Ontario J and in Toronto minion Bureau of Statistics sum mary of average weekly wages and salaries Aug Of ficial statistics are not obtainable for Newmarket and wage earn ings are not available from local manufacturers However an analysis of the average earnings of different skilled and semiskilled craftsmen and tradesmen adult males in regu lar employment revealed the average to be per week bas ed on a hour week Despite these advantages only two small industries have located in Newmarket in the past seven years What is wrong with Newmar ket One of the first questions in variably asked by a manufacturer is What available sites have you to offer Are they serviced Have they railway sidings and easy access to good roads Un fortunately Newmarket has very little to offer in the way of suit able sites Townowned land near the railway is lowlying and manufacturers would think twice before building on it especially since Hurricane Hazel swept through it The strip of land fronting on Yonge street and privately own ed is more attractive but lacks a railway siding and buyers have to pay heavily for the privilege of locating on street Q What practical steps can be taken immediately by New market to plan for industry A If Newmarket really wants to attract industry it must seri ously consider the idea of annex ing land and developing an indus trial area such as may be seen in the new Don Mills Estate and sections of Scarborough This the municipality and as previ ously mentioned consider how The Newmarket Era and Express Thursday Dec 1954 Page 3 Queensville News A baptismal service for their Christmas development area might be com pared to a modern housing sub division In the opinion of Mr Charles Boyd realtor and chairman of the 1952 industrial committee of town council who strongly sup ports such a plan the area to be developed should cover at least to acres although it might not be necessary to service all of it at once The important thing would be to get a survey made by a quali fied town planning consultant and plans approved by a pro perly constituted Planning Board who in turn would submit them the Minister of Planning and adjoining areas of land might days with Mrs Hamiltons be developed in the best inter- 1 daughter Mrs Cam Gillson in of Newmarket and its neigh- Winnipeg boring municipalities It might be advisable to set up a joint Planning Board to in clude representatives from ad joining municipalities so that problems such as annexation of land extension of town services beyond the town line etc could be discussed It should be emphasised that the problem of attracting new industries is not an easy one Other towns and cities are fight ing hard and shouting louder than Newmarket to get their share of the industrial cake It may be several months or even years before appreciable results can be seen for the effort in volved In one sense there fore all industrial planning may be considered as a long term plan In other communities like Newmarket what Is the usual procedure on industrial planning Is the policy set and work done by town council or a planning board or a Chamber of Commerce A In Canada experience in the administration of town plan ning proposals is limited because our cities and towns have only Guests at the home of Mr A J Milne a week ago Sunday were Mr and Mrs Hat tie and Deborah Toronto Mr and Mrs James Doughty and Bassett Manager Royal Bank Newmarket ret ch in Newmarket is one of more than branches he Royal Bank of Canada in this country and abroad It en door to all the services of one of the worlds m i j approval A Planning Board may be appointed with or without municipal organization The feet of land on Yonge street re served for light industry is the beginning of industrial planning but it is only a beginning Planning for industry on a ma jor scale is definitely a commun ity undertaking and requires the full cooperation of elected offi cials and voluntary organizations No small group can develop the plans necessary for a commun ity Widespread public support is necessary if a program is to be inaugurated financed and main tained I would suggest therefore that as a first step a public meeting bo called to which the town council Chamber of Com merce and representatives ot all interested clubs and organiza tions be invited and that a panel of experts representing indus try town planning engineering and real estate be invited to ad dress the meeting and answer questions If sufficient public support is forthcoming to indicate that the majority of Newmarket citizens want new industries then a com mittee could be set up repre sentative of public and private bodies to prepare a master plan What practical steps can rbe taken now to encourage in dustry A They say it pays to adver tise And it may be that a series of wellplaced advertisements in papers such as the Globe and Mail and the Financial Post will produce results On the other hand the expense entailed justi fies careful consideration of the probable returns and of the al ternatives The best advertisements for a community are the people who live in it and like it Local busi nessmen bank managers mem bers of the local Chamber of Commerce retailers profession al men and former residents all make good scouts for hearing of and contacting new indus tries especially if they are sup plied with literature and mail ing pieces that enumerate the advantages of locating in New market In view of the towns proxim ity to Toronto it might be worth contacting all the manufacturers in the older sections of the city Literature could also be mailed to industrial real estate brokers in Toronto The Newmarket Chamber of Commerce during the past year has mailed 200 letters to the in dustrial development branches of the principal banks in Toron to for distribution to prospects and an encouraging number of enquiries have been received During the of the In ternational Trade Fair an indus trial representative could pro fitably spend his time at the fair contacting overseas exhibi tors who were intending to lo cate in Ontario Q What should the long term plan be A After the immediate plan attracting Industry has been set up and a program to provide in formation about the towns pres ent industrial advantages work ed out the next step is to set about remedying conditions that make the community less desir able as a manufacturing loca tion This will involve the compila tion of an industrial survey Its purpose will be fourfold to an swer the questions What do we need What do we have What do we lack What can wo of fer The fundamentals involved are too complex to attempt to describe in questionnaire of this kind and such a survey can only be completed by the ap pointment of a number sub committees each of whom would compile information on a par ticular subject The lon term plan for alio account Both the Canadian Chamber of Commerce and the Chamber of Commerce in the United States recommend that an industrial planning committee should be as representative as possible of all interests in the town Members may represent such groups as school boards churches cham bers of commerce trade unions welfare organizations and mem bers of town council Representatives from these groups may be asked to serve on the Planning Commission itself or on sub- committees appointed to study particular aspects of the towns industrial requirements In Collingwood population the industrial committee has ap pointed a parttime industrial commissioner whose duty it is to follow up all enquiries and hang on to his prospects until they finally locate either in his territory or elsewhere Mr J E Turnbull head of the Municipal Division Trade and Industry Dept of Planning and Development for Ontario recom mends the appointment of a parttime commissioner for a town the size of Newmarket It is not sufficient to hook an in dustrialist you have to land him That reminds me of a true story concerning a business mag nate who was looking for a place to locate in Ontario He arriv ed at Belleville late on a Satur day morning and enquired of a town official about factory sites Sorry Im closed for the after noon youll have to come back on Monday said the official After this chilly reception the industrialist travelled on to Pe terborough where he met a member of the industrial com mission How about joining me this afternoon on a fishing trip said the member He made a good catch that after noon He landed what turned out to bo one of the largest in dustries in Peterborough Ronald Blaxley ANNUAL MEETING The
