I- la J COUNCIL REPORT last Mfote Push By Davis Moffat To Pass ByLaw The last regular meeting of the 1954 town council was held on Monday December 20 when the mayor and all members were present Among other subjects on the agenda the old problems of the arena and the zoning bylaw once more stirred lively discus sion An engineers report on the old public school building stated that it was structurally sound but that considerable expense would be needed to modernize its heat ing facilities and to make it prac ticable for a variety of uses Mr Harold Mr Copland and Mr Stan Walker appeared as a lions club delega tion requesting a refund of taxes amounting to based on the claim that the clubs operations were philanthropic in principle and therefore not liable to such taxation Considerable discussion took place on the application and fi nally it was resolved into a mo tion The vote proved a tie and this was broken by the mayors casting vote in favor of the re fund of tax hand and receiv ed the congratulations of the mayor and council ByLaws Councillor Moffat chairman of bylaws introduced a bylaw for the borrowing of to cover expenses until taxes are collected be left over to the new council Councillor Davis then leapt to his feet to say that as one who wouldnt be here next year he was in favor of passing the sec ond reading and then seconded Councillor Moffats motion to proceed with it Its been bat ted around for three years de clared the councillor Debate Continues The mayor said the amend ments would need to be rewrit ten and put into a new bylaw a point that was supported by Councillor Jones who said that the matter was one for the so licitor The town solicitor said the by law was not yet formulated and nothing was in its final form which evoked- from Councillor Moffat the comment that it seemed a case of passing the buck from one council to anoth er DeputyReeve Murray said the map was outdated by five years and the matter should be held over for the new council to deal with The mayor said he didnt agree and suggested the amendments should be discussed and then sent to the solicitor for prepara tion of a new bylaw A motion to that effect was carried by majority and the amendments were proceeded with A second reading of the bylaw will now have to be con sidered by the new coun cil No Report So Far Councillor William Davidson asked the mayor if he had any and a further bylaw covering report on the complaint he had the appointment of Harrison brought to council that certain as snow remover farms had not been inspected by Councillor Moffat then invited the Health Unit The mayor council to give a second reading to the zoning bylaw having re gard to amendments introduced thereto DeputyReeve Murray protest ed such procedure saying Christ mas with a lieautiful Christmas Eve Choral Eucharist preceded by a recital of European carols by the senior choir under the direction of the choir director and or ganist Mrs Harris They sang a Bach chorale from were three carols the Christmas Oratorio and a century melody of how a rose a Polish carol Little Jesus is Sighing two French Noels O Leave Your Sheep and The Sleep of Child Jesus and an carol Sleep Little Dove The congregation joined the choir in the singing of Hoists In Die Bleak Midwinter and Silent Night On Christmas Day there was a celebration of Holy Communion at which the junior choir was in attendance Christmas services were con tinued on Sunday December with the rector If officiating at all ser vices Service In Tableau Tonight Thursday December the Sunday school and choir will present a Nativity Service In tableau in the chancel of Trin ity Anglican church commenc ing at a pm If United Church Mr If Fowler Mus of Newmarket organist and choirmaster of Richmond Hill United church presented an im pressive choral festival program for the Christmas celebs a lion which was enjoyed by a near- capacity attendance at the even ing service He was assisted by Mrs Willis of Aurora guest organist Following an organ prelude composed of old carol melodies by Lester and the processional hymn Hark the Herald An gela sang with great zest by the congregation the church choir and junior choir of which some members were present gave a scries of beautiful ren ditions under Mr Fowlers sen sitive direction Especially beautiful and sung by the senior choir These were On the Birthday of the Lord Sleep Holy Babe and A Child This Day Is Born Outstanding Work The whole program featured outstanding work and praise is due to Mr Fowler for the build ing up of a fine junior choir whose progress is marked by ex cellent liming and tonal quality The performances of the senior choir also of a high order The A minister of the church gave an effective Christmas mes sage in no more than five min utes and ably assisted by Miss A student assistant Sevenfold Amen given by the senior choir and Handels organ The King Shall powerfully interpreted by Mrs Willis brought a very fine choral pro gram to a close At the Aurora United the annual candlelight service was held on Sunday and was weltattended Mr Han is noted choir director made a varied selection of car ol Stum in the thought of the approach of a New Year It moans a new start and a new start is exciting It reminds us of the spring and the getting out of the garden tools We begin again where we left off in the hope that this years garden will be a great improvement on the last We can cast a retrospective glance at the old year and note where failures were made These we can assure ourselves need not be repeated Always pro viding that we can learn from experience Not that there need be too many regrets over what may be called failures Sometimes these are more useful than quick successes Indeed what may be considered failures are some times successes in disguise A man may change his job and feel that he has made a mistake But in the course of time the mistake turns out to be the best step he could have taken In any case nothing is to be gained from indulging in regrets The worst of all follies is to spend time in regretting the past The past cannot be recalled Whats done is done Or as the old saying has it Theres no use in crying over spilt milk It is a mere waste of time to say what one might or might not have done at any par- ticular moment in ones life For all these reasons it is good to welcome in the New Year There is something inspiring in the thought that we may accomplish in the New Year that which eluded our grasp in the old As the poet Tennyson wrote The old year is dying herald in the new To all our readers A Happy And A Prosperous New Year THE NEW TOWN COUNCIL f m m The new mayor of the town and members of coun cil will be sworn in on Monday January 3 Wo extend our best wishes to Dr Henderson and the new council for a successful year of office In every way that we can subject to the independence of this news paper assist work by faithful reporting and honest editorial comment It is part of municipal law that the public and the press are free to attend council meetings subject to neither interrupting or intervening in council proceed ings The only means the electors have of learning what their elected representatives are doing is through the press The press can be of inestimable service to elected representatives It should have no favorites It should report faithfully in substance at least what members of council say while council is in session Its editorial opinions and comments are strictly its own business and should not be influenced by any other consideration than the public welfare Without the press the majority of the electors would not learn what their representatives were doing All publicspirited elected bodies welcome the presence with modesty He is the first to offer his hand to the loser and to tell him that he may have better luck next time A good loser is one who immediately offers his congra tulations to his successful Council At this writing with only one more meeting of the town council to go before the curtain falls on it is possible to take a backward glance at some major events of the year It has been a busy year but it is no use suggesting that it has been an altogether har monious one A SCOTSMAN WRITES On New Years Celebration Away Back In Old Scotland As the years go by one thing I long for more than most others and that is to spend the New Year holiday in dear old Scotland Let me tell you that among the rain and the mists theres a lot of fond affection in the land that can boast of owning Burns and Loch Lomond In some way it has been a year of frustrations In ether words projects have been put forward and defeated and some of them ileserved that fate There have been a few temperamental out breaks but no open hostilities a fact that can be attributed to good control on the part of the mayor- There have been occa sions when council might have gotten out of hand in the case of weak chairmanship Proposals Defeated la very early part of the year the controversial subject of holding what was called an Old Home Week was projected We dont recall that the mayor him self was enthusiastic over the proposal Our impressions were that he was lukewarm even to the point of suggesting to the chairman of the sports and pub licity committee to forget it But that was not the case with a small aggressive group who urged that it be helcL They put forward no good reasons for it except that it would promote business Thai in our view was not a good reason but a bad one An Old Home Week should not be promoted for business but for sentimental reasons only You dont invite your friends and re lations to come to a reunion in order to raid their The one good reason that the Old could have used bolster their case seemed unknown to them Not one of them mentioned the fact that was the one hundred and fiftieth anniversary year of the settlement of Aurora the original name of which was Matchville founded in the year Apparently the Old Home- weekers didnt know their local history Apart from this his torical reason which was a good one but never there was no argument for an Old Home Week in Aurora in except that of an advertising stunt As an advertising stunt it failed as it deserved to fail The Park Proposal An even more inflammable proposal than Old Home Week was that of the acquisition of a tenacre park adjacent lu the High school The real reasons it has been suggested for the ac quisition of this land have not been revealed The circumstances concerned with the proposal ate almost as puzzling as a mystery story To begin with it was understood thai the property was available and an offer to buy it for the sum of was made to the owner This was rejected mid it seemed that the matter was ended However in a short time the proposal for purchase was again raised at council but on this oc casion a majority of council turn ed it down after a somewhat hec tic debate Council decision was not however accepted by a small group of diehards and their per sistence inspired the Murray leaf let which provoked a stormy ses sion at council initiated at a moment when the mayor hud his gavel raised to adjourn the meet ing At a later date DeputyUceve Murray asked that a vote of the people be taken at the municipal elections on the park proposal and got a vote of five to two in support of his motion The sol icitor however ruled out the form of motion as unacceptable and it was dropped Proposals Deferred As early as February the mayor reported to council on a meeting held With Leather representatives concerning an agreement in connection with the addition to the disposal plant Several times since that date this matter has been raised but noth ing of a decisive nature has tak en place although in the month of August last a construction by law at an approximate cost of was approved and sub mitted to the municipal board In the month of January the question of the removal of the hydro poles on the west side of street was discussed and in March the sum of 29S0 was authorized for their removal The poles are still there however An important proposal initiated by DeputyUeeve Murray In the month of July called for the pay ment of on the part of sub- dividers opening up new subdi visions the payment to be ap plied to local municipal purposes such as new school costs Such an arrangement is In force neighboring munici pality but the town solicitor ruled against its legal feasibility here in Aurora One of the mast frustrating events during the year con cerned the new subdivision pro posal by Mr Gordon Timbers Approved in Us preliminary stag es it was eventually rejected for reasons fully reported at that time Outstanding Event The outstanding munici pal event Of was the carried out by order of the previous council of though most of the members of the I9f4 council were also mem bers of its predecessor And the time when that fond affection is seen
