justifiably criticized the and all its works Recent disclosures at the Parliamentary committee hearings in Ottawa have brought home to the public the appalling state of inefficiency chaos waste and bureaucratic bungling which has brought about bankruptcy We have closely examined contemporary writing about this scan dalous situation but nowhere newspapers magazines official speeches parliamentary debate- has a con structive thought been expressed which would tend to end this national farce It is therefore not only refreshing but most invig orating to read in the Printed Word published in Tor a national broadcasting body were that it should as a first job serve the hinterland and secondly give an opportunity for Canadians lo come out with Canadian material This pi got ditoried at the be ginnings of the original Canadian Radio Broadcasting Commission as their first acts were to set up trans mitting facilities in larger centres lo bring in programs from US networks Listeners in the hinter land were served by private operators or didnt hear radio The same thing has happened in TV with stations in the major markets and a of US programs The attempt to originate and carry commercial broadcasting and TV has seriously impaired the functioning of a body designed to acute Canadian spirit The way out of the mess is to put at doing its proper job as follows Sell the lransmittcrsU the highest qualified bidders but have retain necessary studio facilities 2 Set CBC lo preparing two hours of programs for every afternoon and hours every evening both for radio and TV and both in English and French Make it a condition of licens ing broadcasting and TV stations that they carry enough of the liehours piogiamnnng each day so that every community with more than one station will an opportunity to hear and see all these programs In a place three stations for instance each station might take one hour in the evening and a like propor tion In the afternoon I Have lease the necessary Not so long ago we heard of two animals a year- old Springer spaniel and a twomonthsold kitten that had been left by their respective owners at an Ontario beach resort after the families bad returned their homes Monday we were in New market Magis trates Court during the trial of a man who had left his Gorman Shepherd dog and six pups stranded in a descried hush area None of these people hud abandoned their pets out of malice or with any cruel intent It was just that the animals had passed the cute stage and had be come real responsibilities which their owners did not wish to shoulder Yet whatever their their act and it Is one which occurs only too frequently was one of greatest cruelty ami greatest cowardice for which we can only see a long line of weak excuses If people are not able to care properly for animals they should not accept them in the first place once they have them they should either them or give them away If they cannot do this they should have them done away with painlessly Animals to fend for themselves on the sheets can turn from valuable pets a real menace especially to children In a country where there are institutions established for the care of animals this practice of abandoning them is disgraceful THE NEW WEEK As we are enjoying this beautiful summer we pause to reflect upon changes which time has brought about in Our day to day habits It wasnt so
