RUSSELL HERITAGE AND CORE DEVELOPMENT COMMITTEE Library Board Meeting May 17, 1989 Our activities over the past six months have included keeping Township Council abreast ofissues facing the re-- development Of our core. We held a public meeting with the residents of the core on February 28, 1989. We have also met with the Township Planner, J.L. Richards and Associates, in order to ensure they are aware of the ideas that are being discussed concerning the Village Core of Russell in relation to Community Improvements. It is hoped with the aid of Provincial grants, assistance from Township and other agencies, the Village of Russell will become a thriving and attractive community. To make this work, however, we all need to work together, that includes the Library Board, Township Council, local businesses and our committee. The purpose of this briefing to you, the Library Board, is to appraise you of our efforts in developing a Community Improvement Plan for the Core area of Russell. We have divided this Plan into three phases as noted on the attached mapsa All phases require the betterment of roads, sidewalks and lighting. PHASE I Phase I is denoted by the colour green. Most of the Commercial Core is within this phase. We have selected three riverside park sites for development. They would be located as follows:
