Page 4 Since we are an unorganized community our road maintenance is . looked after by the Hugel & S.W. Badgerow Local Roads Board. It was formed in 1965 when it replaced the old Statute Labour Board system. Edmund Johnson has been the secretaryâ€"treasurer since the beginning and three trustees elected every year help run the board with the Ministry of Transportation in North Bay. The system could soon change if we are amalgamated into the proposed new Municipality of West Nipissing. In 1987 the Hugel Township Lakeside Property Owner‘s Association was incorporated. The lakeside property owners had many concerns about the lake and have been active in monitoring the phosphorous levels, clarity and lake level. A pickerel (walleye) raising pond is located at the Halvorsen Farm and for several years we â€" have been introducing fingerlings into the lake. The winter of 1993 was sever and the bass population in the lake suffered a major kill. Inspection of septic services, beaver problems, water quality are all issues being monitored. A large bequest from the late Ernest Rosene has been set up to help build a spillway at the outlet of Deer Lake. This will allow for a more constant water level which will help the fish spawns and encourage better shorelines. . In 1962 the Northern Association of Baptist Churches purchased seventeen acres of lakeside propery to start a childrens‘ summer camp. A lodge and several cabins for the leaders and children were built. Over the years hundreds of children, young people and adults have taken part in mental, physical and spiritual dimensions. This natural peaceful setting affords an opportunity % for daily bible studies, crafts, swimming and funr conducted by professions and volunteer staff. A new Retreat Centre of 18,000 square feet, three level selfâ€"contained winterized building with twentyâ€"two bedrooms with adjoin dining area to seat 150 people comfortably has been opened recently. In 1996 Camp Norland Christian Ministries purchased more acreage from an adjoining property to expand their recreational area. Two privately owned tourist camps are also located on Deer Lake. Rosene‘s Tourist Camp began about 1945 and Deer Lake Cottages in 1949. The Rosene‘s and Soloy families are still operating the housekeeping cottages and cabins today. They cater to tourists from Ontario and the United States. Dance Halls . . The first dances in Kipling were held in some of the settlers homes. Then an outdoor platform was built with benches all around, on the John Byberg farm near the road. It was surrounded by a lovely birch grove and only the young people danced . there.Later on the young folks from Warren drove up in their horse and buggies to join them. Musicians for these dances were Oscar and Ferdinand Johnson. They played the accordion and some time with an organ too. Another group of young people on the
