P The facility will be constructed using leading edge technology, and be one of the first "European style" composting facilities in Canada. > The technology includes using the GORE*" Cover system, which provides for a 90% to 97% reduction in odour emissions, compared with open pile or windrow composting. > A system of computerized sensors will continuously monitor composting processes, maintain optimum decomposition and prevent odour emissions. > The operation will be compatible with surrounding land uses â€" primarily agriculture and mineral extraction. > Routes will be designated for trucks entering and leaving the site. The routes are Victoria Avenue to Fly Road, Fly and Mud to Mountain Road, Mountain to Yonge, and Yonge to Zimmerman. > The facility is expected to generate about a 1% to 5% increase in traffic along the designated haul routes. > Walker has partnered with Niagara Regional Police Service to provide increased speed enforcement in Lincoln. If the compost proposal goes forward, a traffic monitoring program will ensure trucks use the designated routes and adhere to posted speed limits. » The Town of Lincoln will share in the benefits of the compost facility. Walker will pay approximately $42,000 per year in taxes, compared to the approximately $4,300 it pays now for the property. Also, Walker will provide annual funding for parks and recreation activities in Lincoln. P There is no expectation that neighbouring property values will decline as a result of the existence of the facility; however, Walker understands that this is a concern for nearby residents and has pledged to protect property values for neighbours within a 300â€"metre zone of influence.
